Rep. Troy Carter Condemns Speaker’s “Betrayal of Oath” Amid House Paralysis

New Orleans Congressman Troy A. Carter, Sr. issued a sharp rebuke of House leadership this week, warning that the prolonged stalemate on Capitol Hill is not just partisan gridlock, but rather it’s a direct threat to the constitutional foundation of American democracy.

Carter, who also serves as an adjunct professor of political science, framed the Speaker’s inaction as a failure to uphold core constitutional responsibilities. “I view the current state of House leadership with deep concern — not just as political dysfunction, but as a serious threat to the constitutional order of our nation,” Carter said in his statement.

A Constitutional Crisis Taking Shape

The congressman pointed to the framers’ intent to build a system of checks and balances, ensuring no branch of government could dominate the others. The House of Representatives, he emphasized, was designed to serve as “the people’s branch” — a vital counterweight to executive power.

“When Congress fails to act, power doesn’t simply disappear — it shifts,” Carter stated. “And when it shifts to the Executive Branch without meaningful oversight, we weaken the very structure of our democracy. A non-functioning Congress hands the President unchecked authority, creating an imbalance the framers sought to prevent.”

Carter’s remarks come as the House has been out of session for more than 30 days amid leadership turmoil. During that time, a duly elected member of Congress has remained unsworn, unable to represent their constituents , which is an unprecedented move he attributes directly to the Speaker’s obstruction.

Beyond Partisanship

Carter was clear that his criticism transcends party lines. “This is not about party politics. It is about duty — and the oath every Member of Congress swears to defend the Constitution,” he said.

He characterized the Speaker’s refusal to act as more than a political misstep: “When the Speaker neglects that duty, it is not merely a failure of leadership; it is a betrayal of that solemn oath.”

A Call to Put Country First

The congressman closed with a pointed appeal to his colleagues in both parties to break the impasse and restore the House to its constitutional role. “I urge my colleagues to put country before party, governance before gridlock, and democracy before dysfunction,” Carter said. “History will judge this moment — and so will the American people.”

The Speaker’s inaction has drawn mounting criticism from members across the aisle, constitutional scholars, and voting rights advocates, who argue that the paralysis leaves millions without full representation in Congress and undermines faith in democratic institutions. Carter’s statement adds to a growing chorus demanding urgent action to end the standoff.
