Orleans Parish District Attorney Jason Rogers Williams has issued a public call urging additional survivors and witnesses to come forward in connection with the ongoing investigation of Lucien W. Jacob, also known as “Billy Jacob,” “Little B Jacob,” or “Lou Jacob.”
Standing with leaders from the Kenner Police Department, the New Orleans Police Department (NOPD), and the DA’s Sexual Assault Kit Initiative (SAKI) Unit, DA Williams announced that newly analyzed DNA evidence has linked Jacob to multiple sexual assault cases spanning several decades and jurisdictions.
“We’re not here to discuss prosecution strategy or pending charges,” said Williams. “We’re here because new evidence has given us a credible reason to believe that there are still survivors or witnesses out there who have not yet had the chance to come forward and be heard. If that’s you — or someone you know — we want you to know that your voice matters, and we will stand with you every step of the way.”
DNA Evidence Links Jacob to Additional Cases
Through ongoing DNA testing and evidence review, the OPDA’s SAKI Unit and NOPD’s Special Victims Unit identified a CODIS DNA hit linking Jacob to multiple sexual assault cases across parish lines. Investigators say the consistent behavioral patterns and historical evidence strongly suggest there are more survivors who have yet to be identified.
Joining DA Williams at the announcement were Kenner Police Chief Keith Conley, Deputy Chief Mark McCormick, Detective Leia Vega, NOPD Special Victims Unit Sergeant Claudia Bruce, Detective Jessica Williams-Walton, and members of OPDA’s SAKI Unit including Chief Mary Glass, ADA Meghan Falcon, Investigator David Benelli, and Trial Assistant Katerine “Katie” Muller.
A Call for Justice and Healing
Assistant District Attorney Meghan Falcon highlighted how advances in DNA technology and renewed interagency collaboration are solving long-cold cases.
“Every survivor and every piece of information is important,” Falcon said. “It’s never too late for justice. We’ve successfully prosecuted cases from the 1970s, the 1990s, and the early 2000s. Through DNA re-testing, reviewing old evidence, and locating prior reports, we’re uncovering the truth that was buried for too long.”
DA Williams credited the Kenner Police Department for its relentless work in leading the initial investigation that resulted in Jacob’s arrest.
“Chief Conley and Detective Vega’s work could have ended with the arrest,” Williams said. “But they knew — as we all know — that real justice requires more than one case file. Their continued collaboration ensures that survivors in every parish can find closure.”

Authorities believe Jacob may have committed additional assaults that have not yet been reported. Survivors and witnesses are urged to come forward and share any information that could assist investigators.
